To see if the Town will vote to transfer $763.72 from Free Cash account to the Finance Committee Reserve account; or take any other action related thereto.

Article 5
To see if the Town will vote to amend the General Bylaws of the Town of Heath Section 8: General Regulations Regarding Town Living, Section 8.5.3, and Section 8.5.4 (1) and (2), as follows with bolded text to be inserted and strike-through text to be deleted:
8.5.3 A special permit to keep more than two (2) unregistered vehicles, on any premises, may be granted by the Board of Health Select Board. All such permits granted shall not run with the land or be granted in perpetuity.
8.5.4 Enforcement:
(1) This bylaw may be enforced by any Town police officer or agents of the Town's Board of Health.
(2) Whoever violates any provision of this bylaw may be penalized by a non-criminal disposition process as provided in M.G.L. c. 40, § 21D and the Town's non-criminal disposition bylaw. If non-criminal disposition is elected, then any person who violates any provision of this bylaw shall be subject to a penalty in the amount of ten dollars ($10.00) per day for each violation, commencing thirty (30) days following date of receipt of written notice from the Board of Health the Select Board or its designee. Each day or portion thereof shall constitute a separate offense. If more than one, each condition violated shall constitute a separate offense.

Article 6
To see if the Town will vote to request Special Legislation to ensure the legality of the amended Hawlemont Regional Agreement, specifically including provisions relating to School Committee member election, a requirement that all Member Towns be represented at School Committee meetings, a requirement that at least one representative from each Member Town vote in favor of any School Committee motion for it to be effective, a requirement that the budget be approved by the local appropriating authorities of all Member Towns, and a provision ensuring the survival of the applicability of the aforesaid items to the Regional School District as a whole in the event that a Town joins or withdraws from the District, or take any action relative thereto.
